Serial Training Seminars for the Personnel of Local Environmental Regulatory Agencies :  "Effective Implementation of Environmental Regulatory Requirements in Oil and Gas Industrial Sector of the Republic of Kazakhstan, Turkmenistan, and the Republic of Uzbekistan" (1997)

This Project was performed by ESI under the contract with Harvard Institute for International Development. The Project was initially designed as a Regional Project for Kazakhstan, Uzbekistan, and Turkmenistan. However, as a result of negotiations with the countries environmental agencies management, it was decided that separate training program development was necessary to address each country’s specific needs and interests.

Training seminars conducted in each country are described below:

Republic of Kazakhstan:

Three three-day seminars were conducted on the following topics:

  1. Environmental Impact Assessment in Oil and Gas Industrial Sector;

  2. Developing Requirements and Reviewing Plans for the Environment Protection During Oil and Gas Operations;

  3. Performing Environmental Inspections at Oil and Gas Industrial Enterprises.

Republic of Uzbekistan

Two three-day seminars conducted in the regional centers: Ferghana City and Navoi City in Uzbekistan.

Training seminars were conducted on the following topics:

  1. Analysis and Assessment of Economic Damage Caused by Environmental Pollution;

  2. Hazardous Waste Management at Oil Refinery Enterprises.

At the request of the country representatives each of training sessions was increased on one day to include the following topics:

  1. Review and Comment of an Environmental Impact Statement Prepared by a Local Consulting Company for a Major Oil Refinery Plant;

  2. Review the current environmental monitoring systems and organizations in Uzbekistan;

  3. Overview of General Principles and Practices of Waste Management in the United States

Turkmenistan

Two 3-day training seminars were conducted for the Ministry of Natural Resources and the Environment Protection of Turkmenistan and for other Ministries, governmental organizations, and state and private companies representatives involved in oil and gas operations. The list of participants was beforehand reviewed and approved by the Government of Turkmenistan.

These training seminars were specifically developed to address Articles 43, and 44 of the Turkmenistan Law "On Hydrocarbon Resources Use" developed and signed by the President of Turkmenistan. The topics of these seminars included:

  1. Developing Requirements and Reviewing Plans for the Environment Protection in Oil and Gas Operations in Accordance with Article 43 of the Law "On Hydrocarbon Resources Use";

  2. Environmental Management System in Oil and Gas Industrial Sector in the Context of ISO 14001 (in Accordance with Article 44 of the Law "On Hydrocarbon Resources Use").
